In the year's before the unified species government, or The Council, humanity had many war's with it self and many issues. Insurrection was at a rise, and ONI's own projections at that time and up to 2525 reached the same conclusions as Dr. Carver's report. The SPARTAN-II project was conceived by Dr. Catherine Halsey of ONI Section III's Special Projects Division as the successor to the ORION Project and the best possible solution to end the widespread insurgency that raged throughout UNSC space. The project was created with several goals in mind. The first was to create a group of elite soldiers meant to subdue insurrections in their infancy, without substantial military casualties. The second goal was to minimize civilian casualties and avert civil war. The third goal was to substantially reduce the cost of conventional means of pacification. Sadly, after the unified species government was created, Spartans were on the decline. Taken when they were six years old, given training, and had multiple tests and bio-engineering preformed on them, they were the ultimate soldier's. After the great war, the Spartan program was reluctantly shut down, and many were either assassin's for UNSC, or joined other humanoid civilization's. Or at least that's what the people were told. In truth, they were given small chips in there bodies containing sulfuric acid's that ate away at the body from the inside out. Most SPARTAN's who were in range of the transmission were killed. But there are very few survivor's. Those who did survive worked for the counsel as SPECTRE's
